政府信息公开视域下当代中国档案管理制度的若干思考

摘　　要：政府信息公开与档案信息开放有着紧密的内在联系。然而,不论是基于现行档案管理制度还是档案管理的长期实践,档案管理部门在发挥档案信息公开中的作用都十分有限。文章通过梳理现行档案管理制度,发现在立法精神、程序操作、管理体制、权利救济等层面存在诸多现实困境,严重制约了政府信息公开深入推进。为了破解这些困境,有必要对现行档案管理制度进行相应的改进和完善,进而提高政府信息资源管理效率,最大限度发挥政府信息公开的效用。The government information is closely linked with the opening of the archives information.not only puts forward new requirements for the current archives management,but also provides a new development opportunities for the current archives management departments.However,both the current archives management system and the long-term practice of archival management,the role of archives management in the archives information publicity is very limited.By combing the current archives management system,it is found that there are many realistic dilemmas in the spirit of legislation,procedure operation,management system and right relief,which seriously hampers the deepening of government information publicity.In order to solve these dilemmas,it is necessary to improve and perfect the existing archives management system,so as to improve the efficiency of government information resource management and maximize the effectiveness of government information publicity.
