摘　　要：文中借鉴系统工程理论中的人、机、环境关系,通过分析目前VTS中心发展的一些问题,提出建设国际一流VTS中心的对策,提高VTS中心的服务能力,保障沿海港口水域的船舶航行安全。Through referring to the Man-Machine-Environment relationship in the system engineering theory,the paperanalyzes the problems with the existing development of VTS centers.It puts forward the countermeasures for establishingworld-class VTS centers aiming at enhancing the service capabilities of VTS centers and ensuring the ship navigation safetywithin coastal port waters.
