摘 要:从风险社会学角度分析,环境治理出现难题的重要因素是地方政府、社会公众与科技专家之间的环境风险认知差异。差异的产生原因有客观因素也有主观因素。要矫正环境风险认知差异需要科学客观的环境风险测量,但环境风险测量不等于公众对环境风险的可接受性。要真正实现环境风险的社会可接受性,还有待于加强多主体间的环境风险沟通。在环境风险沟通中尤其应当提升公众参与对环境治理的积极效用,形成广泛而有益的环境风险共识,以促进政府与公众、科技与社会之间的良性互动。From the perspective of risk sociology,the difficulties appeared in the environmental governance can be attributed to the cognitive deviation on the part of the local government,the public and the scientific and technical experts.There are objective and subjective factors to explain the differences.Correction the difference on environment risk cognition requires more scientific and objective environmental risk measurement.But the environmental risk measurement does not surely lead to the acceptability for the public.It needs to focus on the muti-subject environmental risk communication if we would like to come true a real acceptability of environmental risk.We should pay more attention to the prevention and governing functions of the public participation in the environmental risk communication.We should promote the effect of the public participation in the decision making of environmental risk and form a broad and benefit social consensus.Our aim is to promote benign interaction between science and technology,government and public.
