江南水网地区绿色海绵园区规划建设策略研究——以江苏省绿色建筑博览园为例

摘　　要：江南水网地区经济发达、城市化率较高并呈现加速趋势,快速而不健康的城市化现状亟须改变传统的规划建设方式,构建一种环境友好、绿色生态的"城市海绵"系统。绿色海绵园区的开发模式强调自然系统与人工建设的有机匹配,是对传统园区建设的优化升级;其本质是依托城市生态本底和各类城市河流、湖泊与滨水区等所构成的生态体系,结合城市绿地系统、水体景观、生态廊道、绿色建筑等系统的建设,优化地上地下水系统的平衡,致力于健康舒适与绿色生态人居环境的塑造,实现城市化与环境资源的协调健康发展。结合江苏省绿色建筑博览园(国内首个以"绿色海绵""绿色建筑"和"绿色建造"为特色的主题公园)全过程精细化的规划建设情况,阐述了江南水网密布地区绿色海绵园区开发的重要性、建设原则与目标、规划方法与决策路线,以及低影响开发的技术策略,以期为类似园区的绿色开发与运营维护提供理论与技术借鉴。The urbanization rate of the economically developed cities in water networks area of South of the Yangtze River is high and shows an accelerating trend,and the rapid and unhealthy urbanization urges us to change the traditional planning and construction way,so as to construct a"city sponge"system of friendly environment and green ecology.The development model of the Green-Sponge Park emphasizes the organic match of natural system and artificial construction,which is the optimization and upgrading of traditional park construction;its essence is to rely on the ecological system constituted by urban ecological background,and various types of urban rivers,lakes and waterfront areas,to combine with the construction of urban green space system and systems such as water landscape,ecological corridor and green building,to optimize the balance of aboveground and underground water systems,and to be committed to the shaping of healthy,comfortable,and green ecological living environment,thus achieving the coordinated and healthy development of urbanization and environmental resources.This study combines with the whole-process and elaborate planning and construction of Jiangsu Green Building Expo(the first theme park characterized by"Green Sponge","Green Building"and"Green Construction"in China),expounds the importance of the development of the Green-Sponge Park in the dense water networks area of the South of the Yangtze River,construction principles and objectives,planning methods and decision-making routes as well as the technical strategies of low-impact development,so as to provide theoretical and technical references for the green development,operation and construction management of similar parks.
