山西省实施县乡医疗卫生机构一体化改革的实践探讨

摘　　要：山西省为缓解"看病难、看病贵"的现状,推行了县乡医疗卫生机构一体化改革。通过整合三级资源,组建医疗集团;建立法人治理结构,明确"三方职责";改革人事管理和薪酬制度;强化三级医疗,推动分级诊疗;推进"三医联动"改革等具体措施,取得如下初步成效:集团内整体卫生服务能力不断提升,家庭医生签约服务率提高,有效缓解看病难、看病贵的问题。同时总结了改革过程中存在的一些问题,并提出相关建议。It analyzes the situation for alleviating“difficult medical treatment and expensive medical care”,Shanxi province has carried out the integration reform of medical and health institutions in county and township Through the integration of three level resources,build medical group,establish corporate governance,clear“three party responsibility”,reform personnel management and salary system,strengthen three level medical care,promote hierarchical diagnosis treatment,advance“three health care linkage”reform and so on There are preliminary effects such as overall health service ability continuously promote in the group,family doctor signed service rate is raised,effectively alleviate the problem of“difficult medical treatment and expensive medical care”It sums up the problem in reform process,and puts forward some relevant suggestions.
