“枫桥经验”视野下的乡镇政府管理与村民自治良性互动研究

摘　　要："枫桥经验"是中国基层社会治理的成功经验,其核心是矛盾不上交。在处理基层社会矛盾的过程中,如何规范、提升政府管理与村民自治的方式和水平,是新时期"枫桥经验"的重要发展方向。当下,乡镇政府作为我国最基层的一级政府,在指导村民自治的过程中"越位"和"缺位"并存。村民委员会等基层组织,其自身的自治权也面临着权责不清的困境和"行政化"趋向。如何有效厘清乡镇政府行政权与村委会等基层自治组织自治权的关系,是新的历史时期乡村关系的核心问题。强化乡镇党委、政府对于村民自治的指导能力,规范乡镇政府行政权、村委会自治权,是丰富和发展"枫桥经验"的必要之举。“Fengqiao Experience”is the successful experience of China’s grassroots social governance,the core of which is that disputes among grassroots have been settled down.In the process of dealing with grassroots social contradictions,how to regulate government administration and villagers’autonomy and how to improve the level of government governance and the level of grassroots selfgovernment in accordance with law is the important development direction of“Fengqiao Experience”in the new era.Now,township government as the most basic government in China,its executive power is limited.In the process of guiding the villagers’autonomy,“offside”and“absence”coexist.The autonomy of village committees and other grassroots organizations,also faces the difficulty of unclear power and responsibility and the tendency of administrativization.How to clarify the relationship between the administrative authority of the township government and the autonomy of the village committees,is the core issue of rural relations in the new historical period.Strengthening the village party committee and the government’s guidance ability to the villagers autonomy,regulating the administrative power of township governments and village committee autonomy,are necessary measures to enrich and develop“Fengqiao Experience”.
