摘 要:随着我国民航运输业飞速发展,空中交通流量迅速增长,终端空域飞行冲突和拥挤现象频繁发生,航班延误日益增多。在空中交通流量管理预战术阶段,传统改航策略仅以容量架次为约束,延误最小为优化目标,不适应当前管制扇区工作复杂性快速增长的运行环境,为此迫切需要一种在现有的航路、航线结构下面向管制工作复杂性的改航策略。依据终端空域流量管理的实际运行情况,建立了基于管制工作复杂性的改航策略模型。在分析现有终端空域进近管制工作特点及其与"动态密度"复杂性因素的相关关系的基础上,基于交通流随机过程理论,建立了管制工作复杂性模型。同时,借鉴信息熵理论以确定管制工作复杂性模型权重,最终确定管制工作复杂性表征方法。The recent years have witnessed a fast booming development of civil aviation transportation industry,meanwhile the growing flow has given rise to the flight conflict and congested phenomenon increasing frequently.In the Pre Tactical Flow Management of the ATFM,the traditional rerouting strategy,taking the capacity as the restraints and the delay as the objective,has not evolved with the operation environment of raising task complexity of the ATC.So it is imperative that a kind of rerouting tactics,based on the concept of flexible use of airspace,be researched to improve the airspace resource efficiency,cut down the task complexity and ensure the air traffic more unobstructed and security.In this paper,a rerouting tactics model based on task complexity is established in accordance with the actual operation situation the terminal airspace.Firstly,the complexity model is built by analyzing task characteristic of approach control of air traffic ATC,and comparing the correlation of dynamic density complexity factor and task complexity,while the weight of model is defined by using the information entropy theory.The results show that the complex model of regulatory work can reflect the complexity of the control work well.
