摘　　要：对欧盟体育卫星账户建立背景、发展历程、理论构建、指标体系及实践应用进行研究。认为:欧盟各国通过Vilnius体育概念、相似性测试法和体育增加值等指标为欧盟体育卫星账户的建立构建了完备的理论、方法和实践框架;基于体育卫星账户,实现了一国体育产业发展的内部比较,多国体育产业发展的横向比较,并能提供制订体育产业发展战略的各种现实依据。欧盟各国已建立的体育卫星账户具备功能性取向、基本概念和统计方法统一、使用与供给表动态性等特点。This paper conducted the research on the background,development,theoretical construction,indicator system and practical application of Sport Satellite Account!SSA).The result showed that EU countries constructed a systematical SSA framework by means of Vilnius sport concept,indicators such as sport added-value and resemblance test.Based on SSA,EU countries carried out the comparison between the sport industry and other domestic sectors,as well as the comparison of the sport industry among different countries and thus found the facts supporting the policy making for the sport industry.Meanwhile,EU SSA is characteristic of functional orientation,the consistency between the basic concepts and statistical methods,as well as the dynamic use and supply tables.
