摘 要:不同的历史发展阶段必然有与之相适应的管理模式。回到转型中国,在新旧体制转型过程中,我国传统的由政府直接管理和配置公共财产与经济资源、政治权力与经济权力合二为一的集权结构,已经不能适应发展与秩序的需要。当传统的社会管理模式与社会发展不相匹配时,就会产生冲突,从而引导变革,诞生新的社会治理模式也就顺理成章地成为转型中国现实的呼唤。当代中国社会治理应从以下几个方面进行价值取向选择:坚持以人为本的善治理念;推进依法治理及合作治理,促进社会和谐稳定;加强社区治理,发挥基层民主功效;培育社会组织,提高社会自治能力。Different historical development stages must determine the management mode that is compatible with it.Back to the transformation of China,in the process of new and old system transformation,the traditional direct management by the government in our country and configuration of public property and economic resources,political power and economic power in one centralized structure,makes the conflict of interest not only didn??t slow down,but intensified social conflicts,and has become the shackles of society development.The essence is that the traditional management model can not adapt to the needs of development and order.When traditional social management patterns do not match social development,conflicts arise,leading to change.The new model of social governance has also become a call for the transformation of China??s reality.The social governance in contemporary China should be based on the following aspects:It insists on the people-oriented good governance;Promote the governance and cooperation in accordance with the law and promote social harmony and stability;Strengthening community governance and giving full play to grassroots democratic functions;Cultivating social organizations and enhancing the capacity of social autonomy.
