摘　　要：融资难已成为制约我国民营养老机构发展的主要障碍,根本原因在于养老服务的公益性导致其盈利能力不足,无法满足资本的逐利性。政府应该从制度层面承认民营养老机构的公益性,保证民营养老机构投资者的合法权益,满足其投资者逐利性的要求。Difficulties in financing has become the main obstacle restricting the development of private pension institutions in our country.The fundamental reason is that the public welfare of pension service leads to the lack of profitability and unable to meet the need of capital profit.The government should admit the public welfare of private pension institutions from system level,and guarantee the legitimate rights and interests of its investors to meet their profits requirements.Then difficulties in financing can be solved.
