摘　　要：利用PPP模式实施土地二次开发:一是通过科学规划,使开发地块的社会效益与经济效益相匹配,实现更加集约化的利用土地资源,使存量用地能挤出更多的空间用于公共服务。二是引入市场竞争比选合作主体,鼓励各类不同性质的社会资本参与,以提高土地资源利用效率和公共服务运营水平。三是整合一次性招标平台,强化各类主体协调配合,合理分配政企双方风险承担责任,强化合作双方的契约意识。Second development of land using PPP model are:First,match the social and economic benefits of developed plot through scientific planning,realize more intensive use of land resources,so that the stock can crowd out more space for public service;Second,introduce the market competition and select the main body of cooperation,encourage the different kinds of social capital participation,in order to improve the efficiency of land resources utilization and the level of public service operation;The third is to integrate the one-time bidding platform,strengthen the coordination of various subjects,reasonably allocate the risk of both the government and the enterprises to bear responsibility,and strengthen the contractual consciousness of the two parties.
