Educational Challenges and Mechanism Designation in Regions Which People Mainly Inflow in: Investigation Report Based on A City in Jiangsu Province

摘  要:采用座谈、访谈、观察等多种方法,对我国人口净流入地区江苏省A市进行调研发现:"以县为主"管理体制、教育资源承载能力、打工子弟学校质量等方面受到严峻挑战。对此,在机制设计层面提出以下建议:在管理责任分担机制上,探索向"市、镇"两端延伸;在编制补充机制上,努力协调其它事业单位转制产生的空编;在成本补偿机制上,尝试在公用经费中单列"随迁子女教育"专项;在质量保障机制上,需要强化政府对打工子弟学校的管理责任。New urbanization is major development strategy in China,which will bring compulsory education reform and development new challenges.Using some professional research tools,investigation group conducted investigations through special symposiums,personal interviews,group interviews,and field observation in November2014.We find that compulsory education is facing some challenges from educational administration tizhi,educational resources bearing capacity,management of schools for children of migrant laborers.We provide some governance measures about mechanism designation,including establishing responsibility sharing mechanism between city,county and town,establishing financial compensation mechanism for regions absorbing in many migrant children,establishing teachers public identity compensation mechanism for schools lacking teachers,establishing school management cost compensation mechanism for schools receiving many migrant children,and to explore incremental mechanism of public educational supply.
