摘　　要：为提升我军大规模作战海上投送能力,面向大规模作战海上民用运输船舶动员与运用需求,阐述海上民用运输船舶在大规模作战中的地位作用,概括动员要求,梳理动员实施流程,明确海上民用运输船舶运用的方式方法,并提出提升海上民用运输船舶动员与运用能力的对策。To improve offshore delivery capacity in large scale combat,considering the mobilization and application requirements,the paper firstly elaborates the position and function of offshore civil transport ship in large scale combat.Then,it summarizes the mobilization requirements and implementation process,and determines the methods of applying offshore civil transport ship.Finally,it puts forward some countermeasures on promoting mobilization and application ability of offshore civil transport ship
