摘 要:以水资源系统可持续性评价的基本理论与方法为指导,将最初用于供水和流域水资源可持续利用的加权统计指数法引入特大城市水资源可持续性评价中,基于水文系统的不确定性和波动性变化特性,对特大城市水资源系统的可靠性、弹性、脆弱性指标进行定义,探索提出了特大城市水资源可持续性分析模型框架、计算方法和基本步骤。以北京市为例,逐年计算了1980—2015年水资源系统的可靠性、弹性、脆弱性和水资源系统可持续性指数,分析了不同阶段水资源可持续性指数变化,讨论了南水北调和再生水利用因素对可持续性指数的影响,提出了促进北京水资源可持续利用的对策建议。Under the guidance of basic theory and methods of evaluating sustainability of water resources system,the weighted statistic index method initially used for water supply and sustainable utilization of water resources of river basins has introduced to assess the sustainability of water resources of megacities.Based on characters of uncertainty and volatility change of hydrological system,the indicators of reliability,elasticity and vulnerability of water resources system of megacities are defined.Framework of evaluation model,calculation method and basic steps for assessment of sustainability of water resources of megacities have been exploited.Taking Beijing Municipality as an example,the yearly indicators calculated from1980to2015are given.Analysis is made on the changes of these indicators at varies stages.Discussion are also made on the impact of South-to-North Water Diversion Project and recycled water use on the indicators of sustainability,together with proposed measures for sustainable water resources utilization in Beijing.
