摘　　要：介绍了"一征一保一奖"节水管理制度的研究背景、主要内涵及试点应用效果等,并根据与"一提一补"节水管理制度异同点的对比,梳理了"一征一保一奖"节水管理制度的比较优势,分析得出"一征一保一奖"更具先进性、更具有社会发展适应性的结论。研究认为,"一征一保一奖"是以"一提一补"为基础且更加完善的节水管理制度,是对节水制度一次创新。In this paper,the concept of野collect-secure-reward冶water-saving management policy was clarified and its research background and results of application in pilots were also introduced.A comparison to the original野price increase and subsidy冶policy was made and its advantages were analyzed.The conclusion is that the野price-increase+subsidy冶water-saving management policy is more impeccable innovative than the original water-saving management policy.
