摘　　要：事前评估是公共设施与公共服务公私合作伙伴关系模式供给的重要环节,也是保障公私合作伙伴关系项目成功的关键因素。通过文本分析和案例分析对澳大利亚公私合作伙伴关系项目事前评估制度框架和实施过程进行剖析,归纳其主要特征,同时对中国当前公私合作伙伴关系项目事前评估中央和地方的制度安排和实践进行分析,总结其主要问题。通过对比和借鉴澳大利亚事前评估的制度安排和实施过程,提出未来中国公私合作伙伴关系项目事前评估改善思路。Ex-ante evaluation is the important process of public private partnerships of public infrastructure and public service,and it is the critical factor affecting the success of public private partnerships.Through textual analysis and case study,this paper analyzes the framework and implementation process of the Australian public private partnership project,summarizes its main characteristics.At the same time,this paper analyzes the central and local system arrangements and practices of China's current public-private partnerships,and summarizes its main issues.By comparing and referring to the system arrangement and implementation process of the ex-ante evaluation in Australia and in China,this paper gives some inspiration of improving the ex-ante evaluation of China's public-private partnership projects.
