摘　　要：乌蒙山片区近年来积极发挥土地整治在扶贫开发中的平台作用,取得了重要进展,但目前的脱贫攻坚任务仍然十分艰巨。如期解决包括乌蒙山片区在内的区域性整体贫困问题,土地整治需要结合地方实际扶持特色产业发展、保障生态移民搬迁、建设生产生活设施、增加农业非农就业机会和保护脆弱生态环境等,并应从精准确定土地整治项目、统筹整合涉农项目资金、组织实施重大工程项目、建立健全激励政策体系、创新土地整治实施模式和强化实施监管绩效考评等方面采取举措,保障土地整治的平台作用更好发挥。In recent years,Wumeng Mountain area has made important progress in poverty alleviation and development,by taking land reclamation as an active platform.However,the current task of poverty alleviation is still very arduous.To solve the regional poverty problem including Wumeng Mountain area as scheduled,land reclamation needs to support the development of characteristic industry,guarantee the relocation of ecological migration,construct the production and living facilities,increase the non-agricultural employment opportunities of agriculture and protect the fragile ecological environment,combined with the local condition.Measures should be taken from accurately determining the land remediation projects,integrating all funds of agriculture-related projects,organizing and implementing the important engineering,establishing and perfecting the incentive policy system,innovating the land reclamation implementation model and strengthening the performance appraisal of supervision,to guarantee that the land reclamation platform will play a better role.
