摘　　要：近年来,社会治理逐渐成为学术理论界和社会各界关注的一个时代话题。2013年党的十八届三中全会作出的《中共中央关于全面深化改革若干重大问题的决定》,提出了"创新社会治理"的理论。这标志着中国社会治理工作已进入全面的、深层的和实质性的社会治理性的重要阶段,我们称之为治理型阶段。近几年来,五峰县在经过搬迁之后,对于城镇治理的建设取得一定的成绩,与此同时也存在一些亟待解决的问题,特别是五峰老城山区多,贫困人口多,地形条件复杂,如何在新时代的要求下以人为本,以科学发展观为指导思想推动社会治理进程成为当前的一个热点话题。In recent years,social governance has gradually become a topic of concern to both academic and theoretical circles and all sectors of society.In2013,the Third Plenary Session of the18th Central Committee of the Communist Party of China made the"Decision of the CPC Central Committee on Several Important Issues Concerning the Overall Deepening of Reform",and put forward the theory of"innovative social governance".This indicates that China's social governance has entered an important phase of comprehensive,deep and substantive social governance,which we call the governance phase.In recent years,after the relocation of Wufeng County,some achievements have been made in the construction of urban governance,but at the same time,there are still some problems to be solved.In particular,there are many mountainous areas in the old town of Wufeng,with many poor people and complicated terrain conditions.Therefore,how to promote the process of social governance under the requirements of people-orientation and scientific concept of development in the new era has become a hot topic.
