摘　　要：为构建立体救援体系,强化全域快速投送能力建设,在总结武警交通部队多次重大抢险救援行动的基础上,分析武警交通部队遂行多样化抢险救援任务的特点和要求,剖析武警交通部队核心能力建设与全域快速投送面临的矛盾和挑战,提出提升全域快速投送决策能力、构建军民融合投送保障体系、研发适应立体救援的特种装备、强化全域快速投送实战化训练等对策和建议。In order to construct three dimensional rescue system and strengthen the construction of global fast delivery capacity,the paper firstly summarizes multiple significant rescue operations in armed police traffic forces.Then,it analyzes the characteristics and requirements of diversified rescue tasks,and dissects the contradictions and challenges in core capacity construction and global fast delivery.Finally,it puts forward some countermeasures and suggestions,such as promoting decision making ability of global fast delivery,establishing civil military integrated delivery support system,developing special equipment adapt to three dimensional rescue,and strengthening combat oriented training of global fast delivery.
