综述因素法在中医药转移支付均等化中的应用

摘　　要：转移支付均等化分配一直广受关注,而中医药作为具有中国传统特色的一大领域,中医药转移支付均等化分配的重要性不言而喻。但是目前不尽合理的分配方式以及地区间财政努力存在的差异,使得中医药转移支付与均等化目标相差甚远。影响均等化转移支付的因素很多,总结为公平性因素、经济因素、人口学因素、绩效因素、政治性因素以及财政激励和政府偏好等。本文通过讨论因素法在其他领域转移支付均等化中的应用,加以借鉴,从中医药转移支付实际出发,希望确定一个衡量中医药转移支付均等化程度的标准,按照这一标准确定影响中医药转移支付均等化分配的主客观因素,从而得到一个匡算中医药均等化转移支付的模型。Equalization of transfer payments has been widely concerned.Traditional Chinese Medicine(TCM)has Chinese traditional characteristics.The importance of TCM transfer payments′equal distribution is self-evident.But the current lack of reasonable distribution and differences in regional financial efforts make the transfer payment of TCM still far away from the goal of equalization.There are many factors that affect the transfer equalization,summarized as fairness,economic,demographic,performance,political factors,financial incentives and government preferences.By discussing the application of factor method in equalization of transfer payments in other fields,it is hoped that the standard of measuring the degree of equalization of transfer payments of TCM should be determined from the actual transfer payment of TCM.According to this standard,determine the subjective and objective factors of the transfer payment,so as to obtain a model of the equalized transfer payment of TCM.
