摘　　要：阐述了在复杂国际环境和信息化背景下,科研部门科研保密工作面临的严峻挑战,指出科研机构是我国面向科技前沿和满足国家重大战略需求的排头兵,做好科研保密工作是维护国家科技创新发展和安全的保障。从围绕中心工作、建设保密制度、加大过程管控、创新管理理念、落实具体措施、提升信息化水平、强化监督检查及保密人才队伍建设等方面构建了科研保密工作综合防范控制体系。Under the complex international environment and informationization background,scientific research confidential work faces severe challenges.Scientific research institute is the vanguard of our country facing the forefront of science and technology and meeting the major strategic requirements of the country.Scientific research confidential work is the guarantee of national scientific and technological innovation and security.The research institute should build comprehensive safe prevention and control system from the aspects of serving national development strategy,building security system,strengthening process management,improving management idea,implementing secrecy management measures,promoting information management,strengthening supervision and inspection and security talent team construction,etc.
