关于健全中国渔民增收长效机制的研究

摘　　要：渔业作为中国的传统产业,发展受到各种因素的影响,存在渔业资源衰退、生产成本提高、渔民增收困难等问题。通过统计数据、市场调查和文献分析的方法,分析近10年渔民收入现状,为建立起较为合理、完善的渔民增收机制,提出参考性意见,从立法的角度制定规章制度,渔业产业结构转型升级,不断优化渔民就业环境,完善市场机制,进一步加强技能培训,提高渔民素质,逐步完善渔民保障机制。As a traditional industry in China,the fisheiy are affected by various factors,such as the decline of fisheiy resources,the increase of production cost and the difficulty of increasing fishermen.Based on the methods of statistical data,field sun^ey and reference analyses,analysis of the structure of fishermen's income in recent ten years,in order to establish a more reasonable and perfect fishennen income mechanism,put fom ard the reference.From the legislative point of view to develop rules and regulations,industrial structure transfonnation and upgrading,improvement of the employment environment and market mechanism,improvement of skill training and quality of the fishennen,and improvement of safeguard mechanism of fishennen.
