摘  要:为了解决煤尘爆炸事故应急处置中存在的救援任务混乱、交叉重叠等问题,基于模块化相关理论的视角,提出将模块化思想运用到煤矿事故的救援任务中,把具有相近业务需求的救援任务归为同一任务模块,并为各个救援任务模块匹配相应的主责单位。通过对七台河东风煤矿"11.27"煤尘爆炸事故的救援全过程进行回顾、还原,梳理出该事故在事发初始应对、全面应对、扩大应急等应急阶段的救援任务,对救援任务进行模块化处理,使救援任务进一步系统化、规范化,以期达到"救援成本最小化"和"救援效果最大化"。本研究有助于提升煤矿企业煤矿事故的应急处置水平和实战能力,为同类型煤矿事故的应急救援提供参考。In order to solve the problems that rescue tasks chaos and crossing during coal dust explosion emergency disposal process,based on modularization theory,then modularization idea was applied in coal mine accident rescuing,the rescuing task that had the same business requirements were classified as one task module,and all kinds of rescuing module were matched by corresponding main duty unit According emergency rescuing process of‘11.27’coal dust exposition accident of Dongfeng coal mine in Qitaihe,the rescuing tasks of emergency stage were put forward,which include initial response,fully response and enlarge emergency and so on,and rescuing tasks was managed as modularization,then rescuing tasks was systematize and standardization more,and cost minimization and rescuing results maximization would be reached,the studying results were benefit for emergency disposal and practice ability of coal mine enterprise and references for similar situation
