基于计划行为理论的公众参与环境公共决策意愿分析

摘　　要：环境群体性事件近年来呈现出了明显高发态势,对于社会正常生产生活秩序和公共安全都产生了重要影响。从以往的研究中可以看到,环境群体性事件的发生往往与有关环境项目决策的公众参与性问题高度相关。文章作者正是在此背景下通过实地调研,采取路径分析的方法,创新性构建了公众参与环境决策意愿的影响因素构念模型,具体分析环境决策中公众的参与意愿具体情况。研究的结果表明:公众对于环境决策参与的价值认知、参与态度、参与个体主观规范以及参与个体的知觉行为控制作为主要解释变量,都会正向显著影响公众参与意愿。Environmental mass incidents have shown a high incidence in recent years,which have an important impact on the normal social order and public safety.It can be seen from the previous studies that the occurrence of environmental mass incidents is highly related to the public participation in environmental public decision-making.Based on the path analysis method,this paper innovatively constructs the influential factors model of public participation in environmental public decision-making,and specifically analyzes the actual situation of the public participation willingness in environmental public decision-making.The conclusion of this paper is that value cognition,participation attitude,participant subjective norm and perceived behavior control of participant are the main explanatory variables,which will positively influence the public participation willingness in public participation of environmental public decision-making.
