资源型地区的资源诅咒现象及其传导机制研究——以甘肃省庆城县为例

摘　　要：利用2004—2015年的数据,选取西北地区较为典型的石油资源富集但经济欠发达地区庆城县为例,通过计算资源诅咒系数,判断庆城县资源开发与经济增长的偏离程度,并根据系数大小研判资源诅咒的存在程度.结果表明,庆城县已经陷入资源诅咒困境,在2004年陷入资源诅咒的边缘区,2008年进入资源诅咒严重区,且该效应呈现持续发展的态势,能源开发强度越大对经济的阻碍效应越强.通过改进荷兰病模型,利用计量经济学分析软件分析庆城县能源开发与经济增长之间的相关性以及传导机制,表明庆城县能源开发对经济增长的阻碍作用很大程度上通过间接性的传导机制,主要表现在资源(石油、天然气、煤炭)的大量开发并未带动其他行业的发展,从而形成的荷兰病效应已经发生并且形成;同时制度弱化现象与荷兰病共存.Qingcheng County is relatively typical oil enrichment but economic underdeveloped in the northwest China,this paper calculates the coefficient of resource curse,to study the deviation level between the resources development degree of Qingcheng County and its economic growth,and to examine the existence of resource curse.The results show that Qingcheng County has sunk into resource curse dilemma,the resource curse fringe area in2004and serious area in2008.An increasing trend is found for resource curse effect,the energy development is a serious obstacle to economic growth.Furthermore,by improving the Dutch disease model,the relationship and transmission mechanism between the energy development and economic growth are studied,it's found that Dutch disease and institution weakening are the main contributions to the barrier effect of Qingchengs energy development,specially the effect of institution weakening is most significant.
