摘　　要：以党的十九大精神为统领,运用阶梯式发展理论创导的方法,将我国矿产储量信息披露制度划分为三个阶段。第一阶段在计划经济条件下储量信息管理严格,总体诚信可靠,但受政治风气影响曾两度发生偏离倾向。第二阶段建立社会主义市场经济体制初期,矿业主体多元化,融资方式多样化,矿业权市场不成熟,矿业经济表现出明显的二元结构。矿产储量信息可靠性发生分异,矿产勘查诚信、遵守评审程序的总体可靠;勘查程度低、矿山地质管理混乱、不遵守评审程序的问题较多,造假诈骗多发。以十九大为标志进入第三发展阶段,首要任务是做好顶层设计。要采取内向驱动型路径,坚持问题导向,发扬中华文化优秀传统,以平等包容的心态借鉴国外经验,改革创新,建立健全符合中国特色社会主义新时代要求的储量信息操作规范与披露制度,并在国际交往中贡献中国智慧与中国力量。Taking the spirit of the19th CPC National Congress as the guide,we use the method guided by the step development theory to divide our country's mineral reserves information disclosure system into three stages.In the first stage,in the period of the planned economy,the mineral reserve information was strictly managed and the overall integrity was credible.However,it was twice tended to be biased by the political climate.In the second stage,the initial stage of the establishment of the socialist market economic system,diversified mining entities and diversified financing methods,the mining rights market was immature,and the mining economy had shown a clear dualistic structure.Mineral reserves information reliability differentiation occurs,integrity of mineral exploration complied with the overall reliability o f the review process.While there were problems like low exploration level,chaotic geological management of mine,non-compliance with the review process,fake and fraud frequently occurred.To enter the third stage o f development marked by the19th CPC National Congress,the top priority is to make the top-level design.To be specific,firstly,we should adopt an inward-driven path and adhere to the guidance o f problems.Secondly,we should carry forward the fine tradition of Chinese culture and learn from foreign experience with equality and tolerance.Thirdly,we need to reform and innovate so that we can establish and improve the operational information and practices for the disclosure of reserves information in line with the requirements of the new era of socialism with Chinese characteristics.In addition,we of natural resources right;information disclosure of should contribute Chinese wisdom and Chinese forces in international exchanges.
