基于征地试点的社会稳定风险评估体系探索——以定州市和和林格尔县为例

摘　　要：目前征地社会稳定风险评估存在评估起点滞后、评估主体单一、评估体系不完善三方面问题。和林格尔县和定州市对丰富征地社会稳定风险的评估主体、明确评估功能、探索评估流程等多方面进行了实践,其经验可为探索社会稳定风险评估规范路径提供参考依据。应结合征地试点经验,采用定性与定量相结合的评估方式、完善评估流程和评价的指标体系、加评估监管、增加预警机制等规范征地社会稳定风险评估体系。At present,some problems exist in the social stability risk assessment of land acquisition,including the backward starting point of assessment,the unitary assessment body and the imperfect assessment system.Many practice studies have carried out in Helingeer County and Dingzhou City on expanding the assessment bodies of social stability risk in land acquisition,defining the assessment function and exploring the assessment process,which can provide reference for exploring the normative path of social stability risk assessment.Combined with the experience of land acquisition,the social stability risk assessm ent system of land acquisition should be normalized by adopting qualitative and quantitative assessment methods,improving the assessment process and indicators,strengthening the assessment supervision and increasing early warning mechanism.
