摘　　要：[目的/意义]高校智库建设需要从结果导向转为过程导向,完善体制机制,提升专业化水平。[方法/过程]本文借鉴管理学理论,提出通过建设高校智库供应链实现过程管理。通过定义高校智库产品,主要包括3个基本环节(需求对接,科学研究以及成果推广)和2种运营模式(点菜模式和自选模式),建立产品的供应链。基于面向订单生产和面向库存生产模式,分析了点菜和自选模式的运营特点。[结果/结论]最后结合样本,分析了产品供应链在实践中的特点和问题,为高校智库提升专业化水平提供建设思路和参考模型。[Purpose/significance]The university-affiliated think tanks management should transfer from the output-based to the process-based to improve the system and enhance the professional level.[Method/process]Referring to the management theories,a product supply chain management model was proposed for the process management.In the supply chain,there were three basic processes,i.e.,demand management,research and study,and output promotion,and two operation models,i.e.,the build-to-order and the build-to-stock.Based on the operations management theory,the operational characteristics in the think tanks were analyzed.A survey was conducted for analysis the operations of the supply chain management model in practice.[Result/conclusion]Finally,the research provided the suggestions for how to improve the specialization level in the university-affiliated think tanks.
