摘　　要：东北振兴需要靠什么?转变重工业赶超的战略思维,弥补轻工业短板是否有效?谈东北问题,需要思想的解放,更不能就经济谈经济。文章在回顾东北地区轻工业和重工业的发展史的基础之上,分析了东北地区的优势,认为东北振兴的关键是给东北松绑,激活民间活力,发挥市场在资源配置中的决定性作用,并提出了东北振兴的五条建议:第一,东北要有文化自信。第二,东北要有经济自信。第三,东北要有气候自信。第四,东北要摆脱农业和资源依赖。第五,要允许东北自由创新,先行先试。What the revitalization of the northeast China depends on? Is that change the strategic thinking of catch up with heavy industry and make up for light industrial short board valid? When dealing with northeast issues,it need the liberation of ideas and should be beyond the scope of economy. Based on the review of the development history of light industry and heavy industry in northeastern region,this paper analyzes the advantages of northeast region,holds that the key to the revitalization of the northeast China is to activate the vitality of civil society and play the decisive roles of market in resource allocation. The northeast need to have cultural confidence,economic confidence,and climate confidence. It must get rid of the dependence of agriculture and resource,and be allowed free innovation and first try.
