全面构建现代公共图书馆制度——关于《中华人民共和国公共图书馆法》的学习与研究

摘　　要：《中华人民共和国公共图书馆法》构建了一系列基本制度,对于促进公共图书馆事业发展、充分发挥公共图书馆功能具有重要作用。第一类是保障公民文化权益的基本制度,包括普遍均等制度、信息公开制度、公众参与制度、以人为本制度、底线保障制度等;第二类是落实政府主导责任的基本制度,包括政府保障制度、经费保障制度、人员保障制度、服务规范制度、服务网络制度、技术标准制度等;第三类是引导社会力量参与的基本制度,包括扶持制度、税收优惠制度、冠名制度、志愿服务制度等;第四类是推进公共图书馆改革发展的基本制度,包括法人治理结构、总分馆制、图书馆年报、线上线下互动服务等。The Public Library Law of PRC has comprehensively established a series of basic systems,which play a major role in promoting the development of public librarianship and giving full play to the functions of public libraries.The first category is the basic system for protecting the cultural rights of citizens,including universal equalization system,information disclosure system,the public participation system,people-oriented system,the bottom line guarantee system,etc.The second category is the basic system for implementing the government-led responsibility,including government guarantee system,funds guarantee system,personnel support system,library service standardization system,library facilities service network system,information technology standard system,etc.The third category is the basic system for guiding the participation of social forces,including government support system,tax preference system,honor name system,voluntary service system,etc.The fourth category is the basic system for promoting the reform and development of public libraries,including corporate governance of library,central-branch library system,library annual report,online to offline interactive services,etc.
