摘　　要：中共十九大提出"坚持陆海统筹,加快建设海洋强国"。钦州是广西南部沿海城市,海的优势和潜力十分明显,具有良好海洋资源和发展海洋产业的条件。借力"一带一路"将为钦州推动海洋经济发展添翼。钦州"向海经济"发展拥有政治平台、区位、港口资源、滨海旅游资源等优势;海洋产业发展较快,存在海洋资源的科学利用不足、产业结构层次偏低、海洋产业体系发展不健全、与东盟国家海洋经济合作有待提高等问题。The nineteen main party of the party put forward"adhere to the overall planning of land and sea,and speed up the construction of a marine power".Qinzhou is the center of the southern coast of Guangxi.The sea has great potential and potential.It is a new coastal city in Guangxi.It has the conditions of good marine resources and the development of marine industry.Leveraging"The Belt and Road"for Qinzhou to promote the development of marine economy wings.Qinzhou to the sea economy development has a political platform,location,port resources,coastal tourism resources and other advantages;the rapid development of marine industry,Qinzhou city in2016to achieve the total marine production of about45billion700million yuan,accounting for Guangxi marine GDP accounted for about37.1%;but there is still lack of scientific utilization of marine resources,the low level of industrial structure the development of marine industry system is not perfect,the marine economic cooperation with ASEAN countries and other issues need to be improved.
