秦巴山区水资源开发与保护研究

摘　　要：秦巴山区水资源的开发、利用与保护是秦巴山区社会发展面临的重大课题。在对秦巴山区水资源开发利用现状、水环境现状进行分析的基础上,发现当前秦巴山区水资源开发与保护除了水资源的优势开发还不够外,还存在着如水资源利用率低,河流受污染风险高,水质监测预警机制及生态补偿机制不够完善等问题。要解决这些问题,应加快水资源开发利用的法律制度建设,完善相应政策,改革流域和河段管理制度,强化依法治水、严格红线管控,完善水资源开发利用生态补偿制度,建立水污染应急管理机制,依托现有的水资源优势、创新水经济发展模式。The exploitation,utilization and protection of water resources in Qinling-Dabashan mountain area is a major issue in the social development in this area.An analysis of the current condition of water resources exploitation and utilization and water resources environment finds that besides the advantages,problems still exist in water resources exploitation and utilization in Qinling-Dabashan mountain area:low efficiency of water resources utilization,high risk of river pollution,imperfect early warning mechanism of water quality and eco-compensation mechanism.To solve these problems,this paper proposes suggestions on legal system and policy improvement of water resources development and utilization,on reforming river reaches and river basins management mechanism,strengthening water resources management by law and red line control,perfecting ecocompensation mechanism of water resources development and utilization,building emergency management mechanism against water pollution,and innovating development mode of water economy by relying on existing advantages of water resources.
