摘　　要：协商民主在人民政协创建过程中发挥了重要的纽带作用,同时,人民政协的创建过程也推动了协商民主朝着制度化规范化程序化方向发展,从而使协商民主完成了从实践到制度的历史嬗变。协商民主为中国共产党同各民主党派与民主人士共同创建人民政协提供了有效的工作方法。在人民政协筹备会期间,经过中国共产党同各民主党派和民主人士广泛反复协商,议定由中国人民政治协商会议全体会议代行全国人民代表大会职权,并由中国人民政治协商会议代表全国人民宣告新中国成立。作为协商民主重要渠道和专门协商机构的人民政协的召开与成立,标志着协商民主制度在全国范围内正式确立。Consultative democracy has played an important role ol bond in the process ol establishment ol the CPPCC(Chinese people,s political consultative conference).At the same time,the process ol establishment of CPPCC has also promoted the development of consultative democracy in the direction of institutionalization,standardization and procedure,thus consultative democracy has completed the historical translormation lrom practice to institution.Consultative democracy provides effective working methods lor the Communist Party of China to jointly establish the CPPCC with all democratic parties and democratic personages.Through extensive consultations during the preparatory meeting ol the CPPCC,the Communist Party of China reached an agreement with the democratic parties and democratic personages that the plenary session ol CPPCC assumed the duties of National People's Congress for a while,and announced the lounding of new China on behall of the whole nation.The convening and establishment ol CPPCC as an important channel lor consultative democracy and a specialized consultative institution symbolized the lormal establishment of a democratic system of consultative democracy throughout the country.
