摘　　要：以农村社区集体资产保值增值作为提升社区发展和村庄治理水平、持续改善贫弱个体生计的切入点;以社区综合性合作组织作为社区资源做增量、社区资本活化、社区市场博弈能力强化的基本载体,并以此作为从"输血"式短时期缓解贫困的救济扶贫向以增加社区经济动态能力、增强对象的可持续生计能力转变的基本着力点。以社会支持网络和市场结构的再构作为实现向政府主导、社会力量与民间力量多元参与的开放式扶贫的突破点,并以此作为优化农业供给侧结构、实现农村一二三产融合、将扶贫开发与城乡资源流动的历史性变迁相互嵌入的通路。Taking the preservation and appreciation ol collective assets in rural communities as the starting point ol promoting the development ol communities,ol improving the governance level ol villages and continuously improving the livelihoods ol poverty individuals;Regarding the comprehensive cooperation organizations in communities as a basic carrier lor the increment ol community resources,the activation ol community capital and lor the strengthen ol the competitive capacity ol community market.We can also regard it as the basic focus with which to change the blood-translusion poverty alleviation into improving the dynamic capability ol community economy and the sustainable livelihoods ability ol subjects.The social support network and the reconstruction ol market structure can be taken as a breakthrough with which to realize the open poverty alleviation which is characterized by multiple participation lrom government domination,social lorces and civilian lorces.And it also can be treated as the access through which to optimize the agricultural supply side structure,to realize the blending ol the lirst,the second and the third industry in rural areas,and also to connect the poverty alleviation with the historical changes ol the llow ol resources between urban and rural areas.
