关于京津冀协同发展进程的生态维度考量

摘　　要：京津冀生态环境协同建设是其一体化发展的前提基础。京津冀城市规划应留有一定比例生态配置;培养城市高人口密度下环保意识提升的生态效应来平衡人口城市化带来的生态负效应。京津冀水土、林草、大气等资源问题凸显,区域资源环境承载力面临严峻挑战,其中水生态格局安全面临的挑战最大。京津长期向冀进行污染企业转移,迫使冀亟需进行产业生态化转型升级和对原有重点行业产业进行专项生态工程建设与改造。此外京津与冀之间还存在广泛的固体废物转移现象,京津理应给予冀科学合理的生态补偿。京津冀应打破行政壁垒,形成生态合力,加深深度融合,依法推进京津冀协同发展战略顶层设计,打造天蓝地绿水净的国际化区际协同发展示范圈。The coordinated construction ol ecological environment in Beijing,Tianjin and Hebei is the premise foundation ol its integrative development.The urban planning ol Beijing,Tianjin and Hebei should leave a certain proportion ol ecological configuration and develop the environmental awareness in high population density city to balance the ecological negative eflect,which brings by population urbanization.The resource problems have been increasingly emerging in Beijing,Tianjin and Hebei region,and the regional resource environmental bearing capacity laces severe challenges,especially the water ecological pattern.Beijing and Tianjin long-term translers polluting enterprises to Hebei,compels Hebei to do an ecological translorma-tion and upgrading in industry and do special ecological projects ol construction and translormation in the original key industries.In addition,Beijing and Tianjin also exists the phenomenon ol solid wastes transportation,who should give reasonable ecological compensation to Hebei.Beijing,Tianjin and Hebei should break administrative barrier,deepen integration and lorm ecological resultant lorces,legally promote top-level design ol coordinated development in Beijing,Tianjin and Hebei and create an excellent environment model lor international coordinated development region.
