摘　　要：随着营改增策略的颁布,国内电信运营商针对移动终端的补贴日益减少,转为以"全网通手机"社会化销售为主。但是,三大运营商的固网家庭网关终端由于软件功能、配置参数和运维管理等不同导致只能分省定制,无法实现全网通用,用户也无法从社会公开渠道按需购买。分析了固网家庭网关终端现状和差异化原因,针对不同原因提出了对应的解决方案,并提出了全网通现网演进的实现建议,为后续家庭网关用户社会化购买和即插即用打下基础。With the promulgation of the strategy of replacing the business tax,the subsidy for mobile terminals from domestic telecom operators is decreasing and social sales of“all-mode mobile phone”becomes the mainstream of sales method.But in China,the fixed-line home gateway terminals of the three operators have differences in software functions,configuration parameters and operational management,the differences lead to the fact that the terminals must be customized according to province’s requirement.The present situation and fixed-line home gateway terminal differentiation are analyzed.Then different solutions for various reasons have been put forward.It mainly discusses the evolution of the network to realize the whole all-mode gateway which can enhance the socialization of the home gateway terminal.
