摘　　要：稳定是发展的前提,要加快农村区域的经济发展,就必须处理好农村的稳定问题。当前,随着经济加快发展和社会改革的不断深入,社会管理面临的利益矛盾越来越凸显,农村基层信访的数量在不断增多,并表现出复杂化、多元化、无序化等新特点。从中央到地方党委和政府,面临最大的维稳问题就是信访,尤其是农村信访维稳工作成为地方政府的重要工作。正确认识和把握新形势下农村各类矛盾的特点和规律,是做好信访稳定工作的关键。文章以农村基层信访工作现状思考,剖析其形成的原因,寻找解决问题的有效途径和方法,为进一步做好农村信访维稳工作提供借鉴和启示。Stability is the precondition of development.in order to speed up the development of economy in the rural areas,we must deal with the maintenance of stability of the countryside.Recently,with the development of economy and the deepening of the social reform,the interests contradictions of social management has become more and more obvious,the number of letters and visits of rural grass-roots is increasing,and some new characters have appeared,such as,complexity,diversity and disordering.From the central to the local party committee and the government,the biggest maintenance problem is letters and visits,especially the rural letters and visits and maintenance of stability,which has become an important task of the local government.Correctly understanding and grasping the characteristics and laws of rural conflicts in the new situation is the key job to maintain stability.Based on the thinking of current situation of rural grass-roots letters and visits,analyzing the cause of formation,and finding the effective ways and methods to solve the problem,the paper can provide reference for the rural letters and visits and maintenance of stability.
