摘　　要：在河南省蓄势崛起和全面建成小康的决定性阶段,深入研究郑洛新国家自主创新示范区开放合作路径与综合施策方略具有重要现实意义.以北京中关村、上海张江、武汉东湖和苏南等4个国家自创区作为典型案例,系统研究国家自主创新示范区开放合作实践创新和政策经验,结合河南省郑洛新国家自主创新示范区建设与发展实际,从开放创新理念引导、双自联动机制构建、国家中心城市带动、府际合作关系建立、市场化导向改革等5个方面提出郑洛新国家自主创新示范区开放合作综合施策方略.Abstract:It has a great practical significance to conduct a thorough study of the open&cooperation path and comprehensive policy for the Zheng-Luo-Xin National Independent Innovation Demonstration Zone at the decisive stage of the province’s emergence and full-scale construction of a well-to-do society.Taking Zhongguancun in Beijing,Zhangjiang in Shanghai,East Lake in Wuhan and Sunan as the typical examples,we systematically studied the practice innovation and policy experience of open cooperation in National Independent Innovation Demonstration Zones.Combined with the construction and development of Zheng-Luo-Xin National Independent Innovation Demonstration Zone in Henan province,this paper put forward the comprehensive policy of open&cooperation for the Zheng-Luo-Xin National Independent Innovation Demonstration Zone from five aspects:the guidance of open innovation concept,the construction of dual self-linkage mechanism,the driving of national central city,the establishment of inter-governmental cooperation and the reform of marketization orientation.
