去行政化背景下完善地方高校决策协商民主运行机制研究

摘　　要：在现代高校的管理中,决策的科学性合理性直接影响到学校的管理与运行,是高校谋发展必须重视的一环。在论述地方高校协商民主的内涵与优势的基础上,分析当前地方高校行政化决策存在的问题,归纳出高校决策协商民主机制的运行机制,进而从民主协商各主体平等的地位、沟通的态度、辩论说理的作用、协商过程的监督、协商决策过程中第三方的引入和协商民主治理的制度保障等五个方面提出了提升地方高校决策协商民主化水平的具体对策。The scientific rationality of decision-making in the management of modern colleges and universities di原rectly affects the management and operation of the school,and it is a part of the development of colleges and universi原ties.On the basis of discussion on the connotation and advantages of deliberative democracy in local colleges and uni原versities,this paper sums up the problems existing in the administrative decision-making of local colleges and universi原ties,analysis of the operational mechanism of the democratic mechanism of decision-making and consultation in col原leges and universities,then put forward the specific measures to improve the level of decision-making and consultation in local colleges and universities from five following aspects:democratic consultation on the equal status of the subjects,communication attitude,the role of arguing,supervision of negotiation process,the introduction of the third party in the process of negotiation and the system guarantee of democratic governance.
