发达国家政府购买公共体育服务制度研究

摘　　要：发达国家在政府购买公共体育服务方面的制度经验主要包括价值理念和制度建设两个方面.借鉴发达国家经验,要促进我国政府购买公共体育服务发展:一是价值理念必须符合我国现实;二是要不断进行财政体制改革;三是要通过制度建设,保证不同购买主体能够公平地参与到政府购买公共体育服务的过程;四是要加强引导,吸引市场和社会力量积极参与政府购买公共体育服务;五是要加强监管;六是尽快建立符合我国国情的政府购买公共体育服务评价体系.The institutional experience of the developed countries in the purchase of public sports services mainly includes two aspects:the value concept and the system construction.The experiences of developed countries can be used for reference to promote Chinese government purchase and development of public sports service:The value must be consistent with the reality of our country;reform of the financial system should be carried out;the third is through the system construction to ensure that different purchase subject can fair to participate in the process of government purchase of public sports service;the fourth is to attract the market and social forces to actively participate in the government purchase of public sports service;the fifth is to strengthen the supervision and the sixth is to establish evaluation system which is consistent with our national situations.
