医疗人才组团式援藏对口支援模式主要做法与成效分析

摘　　要：我国政府对医疗对口援藏工作高度重视,2015年8月中组部、人社部、国家卫计委决定组织开展医疗人才"组团式"援藏工作。北京市对口支援拉萨市人民医院建设。与以往医疗对口支援相比,组团式援藏具有以下特点:包括团队式支援、临床与管理并重、任务明确、设立考核机制、以省(市)包院、明确资金支持力度、组织部门牵头、导师制援助、请进来与走出去相结合。组团式援藏工作开展两年来,拉萨市人民医院医疗服务效率显著提高,医疗服务能力不断提升,并顺利通过三级甲等医院预评审。可以将组团式援藏的经验概括为:组织保障是支撑,资金保障是基础,人才培养是核心,质量和技术提升是实质。这得益于中国共产党以人为本的执政理念和全面建成小康社会的奋斗目标。这也是中华民族多元一体,各民族交往交流交融,共同团结进步、共同繁荣发展的具体体现。The Chinese government attaches great importance to the work of medical counterpart aid in Tibet.The Organization Department of the Central Committee of the CPC,the Ministry of Human Resources and Social Security,and the National Health and Family Planning Commission decided to organize Medical personnel groups to support Tibet in August,2015.As a result,the Beijing municipal was assigned to aid the Lhasa People’s Hospital as its counterpart.The counterpart aid program is quite different from previous medical support,and it is featured by:1)group mode supporting;2)combination of clinical and management support;3)clear tasks;4)establishment of assessment mechanism;5)each province(municipal)undertake one hospital;6)determined financial support;7)led by organization department;8)leadership support system;9)mixture of inviting experts and training local personnel outside of the hospital.It is certain that the service efficiency and capacity of the hospital increased dramatically,and the Lhasa People’s Hospital certified as one of the Top-Three Hospitals in Tibet since the counterpart aid program.The experiences of counterpart aid program includes:organizational security is the pillar,financial support is foundation;cultivation of talents is core,quality and technique are the essence of the program.
