摘 要:当前,我国科技项目评价由于评价委托者、评价者、被评价者三者之间责、权、利纠缠不清的原因,导致出现了政府部门干涉过多、"三公"原则难以执行、科技评价指标不科学、科技项目评价制度执行不力等困境,科技主管部门可以通过明确评价主体、优化评价指标、增加跟踪评价环节等措施来创造公平、公正、自由的科研环境,实现我国科技可持续发展。At present,due to the entanglements of responsibilities,rights and benefits among the consignors,evaluators,and the people who are evaluated,the science and technology evaluation project in our country has led to many dilemmas.For example,the government intervenes too much;the principle of justice,impartial and openness are hard to be executed;the science and technology evaluation index is not scientific;and the system cannot be enforced,etc.Therefore,the department of science and technology can create a fair,impartial,and free scientific research environment through making the evaluation subjects clear,optimizing the evaluation index,increasing the important guarantee for the sustainable development of science and technology.
