摘　　要：以国家法规文件为依据,结合我国用水总量统计的现状,对我国建立用水总量统计制度中的工作流程、管理体制、数据质量责任制三个关键内容进行了论述。明确了由谁负责对用水量原始记录以及区域用水总量进行搜集、提供、分析、录入、审核、修改、推算、汇总、监督;分析了取用水户、用水总量统计人员和统计机构、政府部门及负责人在用水总量统计调查过程中的权利、义务和责任;论述了用水总量统计管理体制、数据质量责任制需要健全的内容。Based on the national regulations and documents,combined with the present situation of total water usestatistics in China,the three key contents of the establishment of China爷s total water use statistics system,includingwork flow,management system,and data quality responsibility system are discussed in this paper.The responsibilitiesfor recording the original water use,as well as collecting,providing,analyzing,inputting,reviewing,modifying,calculating,summarizing and supervising the regional total water use are clarified.The rights,obligations andresponsibilities of water users,total water use statisticians and the head of the statistical offices and governmentdepartments in the process of total water use statistics are analyzed.This paper also expounds the content that needs tobe perfected in the statistical management system of total water use and the quality responsibility system of the total water use statistics.
