摘　　要：贫困地区的贫困现象,表面上属于经济问题,但从深层次考察却有着极深的文化根源,没有文化扶贫作支撑,物质扶贫将难以取得实效且保持可持续性。近年来为落实中央的战略部署,湖南省在以文化建设助推脱贫攻坚方面进行了大量有益的探索并取得了一定成效,主要体现在:加快文化基础设施建设、推进文化惠民工程强化脱贫载体持续发力,加快贫困地区的公共文化服务体系建设,增强扶贫脱贫的文化支撑;提高贫困人口的文化教育素质,提升脱贫攻坚的内生动力,做到打破智力桎梏实施教育"全覆盖",对贫困主体转变思想观念开展对话"心连心";提升"文化+旅游"对脱贫攻坚的内在张力,大力保护和开发传统文化产品,以此加快贫困地区文化资源的开发利用,强化扶贫脱贫的"造血功能"。Poverty in poverty-stricken areas is ostensibly an economic issue,but it has very deep cultural roots from deep considerations.Without cultural poverty alleviation,material poverty alleviation will be difficult to achieve and maintain its sustainability.In recent years,in order to implement the strategic plan set by the Central Government,Hunan province has conducted a great deal of useful explorations in boosting the anti-poverty through cultural construction and has achieved some results.The main achievements are as follows:speeding up the construction of cultural infrastructure,promoting the project of benefiting the people through culture and strengthening the sustained elimination of carriers;accelerating the construction of public cultural service system in poor areas and enhancing cultural support for poverty alleviation;improving the quality of cultural education for the poor and upgrading the endogenous motivation for poverty alleviation so as to break the intelligence barrier and implement“full coverage”of education,and so as to carry out dialogues with the minds of the poor to change their ideology;enhancing the inherent tension of“culture+tourism”in tackling poverty and vigorously protect and develop traditional cultural products so as to speed up the development and utilization of cultural resources in poverty-stricken areas and strengthen the“hematopoietic function”of poverty alleviation.
