基于耕地“全价值”核算的省际横向耕地保护补偿理论与实证

摘　　要：经济补偿是生态文明建设的主要政策工具,耕地保护补偿是生态补偿的重要构成,但目前地区间横向耕保补偿机制缺失。生态视角下,仅以耕地农产品供需关系衡量补偿关系和标准的方法欠缺理论完备性。耕地保护补偿的理论根源是耕地资源配置的市场和政府失灵,补偿机理可还原为耕地价值的分配调整,耕地保护的机会成本损失和外部性分别是上下级"纵向"和地区间"横向"补偿的依据。基于耕地价值供需平衡的假设和简化推论,综合省际统计和调研数据核算各省区耕地"全价值"年均单产,比较全国和各省人均耕地价值占有量,可将各省份划分为耕地赤字和耕地盈余区,依据耕地价值量差值建立横向补偿机制。Economic compensation has become a major tool in China’s ecological civilization construction.Farmland protection compensation is an important constituent of the ecological compensation mechanism,however,horizontal farmland protection compensation among regions is lacking.Under the requirements of ecological civilization construction,the conventional idea for determining the compensation relationship based on the relationship between agricultural product inputs and outputs lack theoretical completeness.Based on farmland allocation market failure,governmental failure as well as analysis of mechanism for adjustment of farmland resource value distribution,this article explains the analysis ideas of"horizontal"and"vertical"farmland protection compensation;based on a series of assumptions and inferences,simplifications and analysis,using provincial data as samples and utilizing"total value"accounting of farmland,it compares the value of farmland per capita of various provinces and the nation as a whole and attempts to partitioning inter-province horizontal farmland protection compensation and offers an analytical train of thought for inter-region horizontal ecological compensation mechanism.
