福建省“三农”综合保险发展调查——以“龙岩模式”为例

摘　　要：在财政的大力支持下,我国农业保险得到了迅猛发展。龙岩是福建"三农"保险的先行区,涉农保险工作走在全国前列。"龙岩模式"走过了十年的发展历程,取得了非常突出的成绩,但依然存在诸如"逆选择",农险网点建设和投入不够,缺乏专业化管理团队,监管真空以及农业产业险保障额及承保覆盖面不够等不少新老问题。针对这些问题,文章提出了加大农险网点投入和加强农网队伍建设,加大农业产业保险创新,拓展服务领域,建立农业补贴、涉农信贷、农产品期货和农产品保险联动机制等建议和举措,旨在促进"三农"保险更快更好地发展。With strong financial support,China’s agricultural insurance has developed rapidly.Longyan is the leading area of Fujian“Agriculture,Rural Areas,and Farmers”insurance and their agricultural insurance work is in the forefront nationwide.The Longyan Model has experienced ten years of development and achieved outstanding results.However there are still many problems,such as“adverse selection”agricultural insurance network construction,insufficient investment,and lack of professional management teams.Vacuum regulation,agricultural industry insurance amount,and coverage are inadequate.To solve these problems,this article puts forward some suggestions and measures,such as increasing investments in the agricultural insurance network and strengthening personnel for agricultural insurance,promoting innovation in agricultural insurance and expanding the service sector,and establishing a linkage mechanism between agricultural commodities futures and agricultural products insurance.These measures and suggestions are aimed at promoting faster and better development of“agriculture,rural areas and farmers”insurance.
