四川融入“一带一路”建设的困境与路径

摘　　要："一带一路"倡议是合作共赢的大平台,融入"一带一路"建设是四川实现大发展的新动力。但四川面临综合竞争力较弱的内在困境。区域合作正是其融入"一带一路"建设的必然选择,包括区域内部、与周边省份、与沿线省份和与沿线国家的四层合作。其具体的合作路径有利用双多边合作机制,构建合作平台;完善基础设施网络,建立合作纽带;推进产业对接,拓展合作领域;完善协调机制,提供合作保障;破除行政壁垒,扫除合作障碍。The Belt and Road Initiative is a big platform of the win-win cooperation,and the integration into the construction of the Belt and Road is the new impetus to achieving the great development of Sichuan.However,Sichuan faces the internal dilemma of the poor comprehensive competitiveness.Regional cooperation is its inevitable choice to integrate into the construction of the Belt and Road,including the regional internal cooperation and the cooperation with neighboring provinces,with provinces along the routes,with countries along the routes.Therefore,the specific path selection includes making use of the two or multilateral cooperation mechanism to build a cooperation platform,improving the infrastructure network to establish a cooperative link,promoting the industry connection to expand the cooperation field,perfecting coordination mechanism to provide the cooperation security and getting rid of administrative barriers to eliminate cooperation barriers.
