摘　　要：特定问题调查权是宪法、地方组织法、监督法等法律赋予县级以上各级人大及其常委会的一项重要的刚性职权。依法启动和运用这项权力,是转变人大监督工作弱化局面、强化人大监督职能所必要和急需的条件。从现实来看,特定问题调查权的行使还跟不上人大监督的实践需求。忽视这项权力的功能,已成为人大监督制度之软肋。如何在现有法律条文的框架内,在监督实践中有效启动、行使特定问题调查权,考验着地方各级人大及工作者的智慧和勇气。我们应从纠正对特定问题调查权的认识偏差、完善和细化法律法规增强其可操作性、准确界定特定问题的范围、明确调查权限和时限、增强特定问题调查的公开性和实效性、完善与其他监督方式的协调机制等方面,构建起完善的特定问题调查制度。The power to investigate specific issues is an important rigid authority of office endowed the People's Congresses all above the county level and their standing committees with by the laws such as the Constitution,the Local Organization Law,the Supervision Law,etc..It is necessary and urgent for changing the situation that the supervisory activities of the People's Congress have been weakened and strengthening the People's Congress's function of supervision to initiate and use such a power according to the laws.Realistically,the exercise of the power to investigate specific issues has been yet unable to kept up with the practical demand of the People's Congress's supervision.Ignoring the function of such a power has become the weakness of the supervision system of People's Congress.How to initiate and exercise the power to investigate specific issues effectively within the framework of existing legal provisions and in the supervisory practice,will test the local People's Congress at all levels and the wisdom and courage of the staffs who are working in the local People's Congress.We should structure a perfect system of investigating specific issues from the aspects of correcting the cognitive deviation of the power to investigate specific issues,perfecting and refining the laws and regulations to enhance their operability,defining the scope of specific issues precisely,clarifying the limits of such an investigative power and its time limit,strengthening the openness and effectiveness of the investigation of specific issues,and perfecting coordination mechanism with other supervisory modes.
