上海养老设施布局专项规划编制与实施策略研究

摘　　要：建设老年友好城市、提升民生保障水平,是特大城市增加全民幸福感和城市综合实力的重要组成。立足上海首个养老设施专项规划编制的过程及核心内容,总结基于需求导向的专项编制要点及实施保障机制。编制过程中强调需求导向,创新养老服务模式;科学预测老年人口和注重规划弹性预留;提升存量和开源增量同步,鼓励用地兼容;强调社区居家服务,注重功能模块复合使用。在此基础上,提出加强纵向和横向的规划体系衔接,创新部门协作和政策机制,建立长效维护、信息共享的养老设施数据平台,以及通过后续修订和完善标准,促进规划有效实施。To become approachable for the elderly is very important to the megacity which wants to promote gross national happiness and increase urban comprehensive competitiveness.Based on the empirical study of Shanghai,this paper gives a new model of service facilities for the elderly and a way of implementation for layout planning.Guided by the demand and scientific population prediction of the aged,the system contains both stock and incremental facilities in institution and community,and gives a flexible method of urban planning work.In order to promote the implementation,it is necessary to strengthen both vertical and horizontal angle of the planning system,and design innovative policy mechanism.Moreover,establishing a data base platform and revising the relevant standards are also effective ways.
