摘 要:充分利用和开发海洋资源,以维护国家海洋权益,这是实现国家海洋战略的重要方式,也是完善国家能源结构的重要手段。在"一带一路"倡议推动下,我国与南海邻国的政治局势相对降温,经济合作进一步加强。南海资源开发虽然面临一定挑战和困境,但无论是维护国家海洋资源权益的需要,还是加强我国在南海的存在,加强与南海声索国之间的资源合作开发都有其必要性。共同开发作为一种发展较为成熟的争议海域开发模式,是目前我国与南海声索国间最为可行的资源合作开发方式。在相关的政治和法律影响因素下,通过对已经成型的三种共同开发模式的比较,联合经营模式多元化和灵活性的特定在复杂南海海域更具有优势。The full use and development of marine resources to protect the national maritime interest is an important approach to the goal of national maritime strategy,and an important means to improve the national energy basket.With the development of China's Belt and Road Initiative,the political situation between China and neighbour states in the South China Sea is relaxed,and economic cooperation has been further strengthened.Although we face certain challenges and a difficult position,it is necessary to strengthen the cooperation between China and other claiming states to safeguard our rights of marine resources and national maritime interests.Joint development of oil and gas,as a relatively mature development model in the disputed sea areas,is the most feasible cooperative way in the South China Sea.Comparing the three joint development models,we conclude that the joint venture model is a more flexible and efficient management model.
